Boola Bardip
Engaged by the State Government, I was team leader responsible for cost managing the construction and exhibition content from concept through to procurement and construction phases.
Initially this role required a high level of conceptual cost planning based on a schedule of areas and the visions of the procurement team. Extensive research of national and international facilities was conducted to benchmark construction and exhibition content cost data that was adapted and transferred to this project.
Initial cost planning also required appreciation of the heritage buildings within the precinct. Square metre rates cannot properly address all the issues encountered with the refurbishment and enhancement of these significant historical WA landmarks.
The wider Perth cultural precinct was also scoped as part of this project, particularly infrastructure services and the streetscape interface.
Having established budgets for the various elements of this project, comparisons with commercial terms of the three selected competition entrants could be assessed. This provided the State Government with the financial consequences in addition to the design, provisions and contractual considerations of each bid.
We now had a contractor and design team on board to prepare detailed design and procurement strategies. This was closely monitored by my cost planning team to ensure value for money.
Enabling construction works commenced whilst the design was being developed and we prepared recommendations for progress payments and the assessment of variations. This advice progressed through to construction and refurbishment of the buildings.
A competition was held for the gallery fitouts, displays and content design. We carried out a similar role to that of the construction works.
I know it’s a cliché, however, it is a fact that the project was completed on time and on budget. I am proud to have been a part of this fantastic development and work alongside a gifted team of designers, engineers, contractors, sub-contractors and client agencies.

King Square HBF
I was appointed by the developers to carry out the duties of the Independent Certifier defined within the base building construction contract. The financiers were also heavily involved with this project being in attendance at client meetings and closely monitoring progress. HBF were also involved having a large stake and ultimately purchasing the building after completion.
My role entailed assessment of progress payment claims and variations, review and approval of the project program, ajudicating disputes and issuing the Certificate of Practical Completion.
Progress payment claims and variation assessments were straight forward.
The works were delayed due to supply chain issues with the façade. Leading up to and during this delay period, I monitored the program almost daily to ensure that each task of the updated program of works was achieved, knowing that this would be valuable information in the event of a delay.
In anticipation of Practical Completion, I prepared a matrix of the definition within the contract and the broader contract documentation. This was given to the contractor early on in the program to provide him with sufficient notice of my requirements prior to issuing the certificate. Items on the matrix were progressively ticked off once completed.
Subsequent to Practical Completion, I was required to adjudicate on a dispute between the user and the developer. It entailed a design issue that was ultimately rectified.
This was a challenging project that required diligence and tact to draw the contract to a successful conclusion where all parties were satisfied.

Scarborough Beach Swimming Pool
Having successfully delivered cost management services on other recent swimming pool projects, put me in the box seat as far as experience was concerned. I was not prepared to give up my podium in this specialist sector, therefore, I submitted a very competitive fee proposal which was thankfully accepted by the City of Stirling.
This was more of a traditional quantity surveying commision providing cost plans at each stage of the design. Preparing bills of quantities, tender assessments and recommendation, cashflow forecasts and then post contract cost management including progress claim and variation assessments, financial status reports and ultimately agreeing the final account. My presence was requested at PCG, design and site meetings.
The project was hugely successful for all involved, the client was delighted and it was widely applauded by the wider community. I myself am a regular swimmer there, trying to work off some of those pounds.
My project experience
Most recent experience
These days my projects are on a more modest scale. I included my experience on these major projects to demonstrate my breadth of experience within the quantity surveying and construction cost management industry. That’s not to say I couldn’t tackle any project, my challenge is resourcing. You can, however, be assured that as the sole proprietor, the cost advice provided, will be comprehensively researched, prepared and professionally presented.
Here is just a flavour of my current and recent workload:
1 Walker Avenue and 7 Rheola Street, West Perth – Project Managing the refurbishment and fitout of these two linked office buildings. Also engaged as Principal’s Representative and quantity surveyor.
68 – 78 Forsyth Street, O’Connor – Project managing the encapsulation or replacement of asbestos roof and wall sheeting to several large warehouses. Also providing quantity surveying services.
Linear Clinical Research at QEII and Joondalup Hospitals – Preparing independent financial verification for the fitout of these two clinical trials and research facilities. Also providing value engineering estimates to assist the client with informed decisions.
